We used Countryside Travel - Lynn Fredrickson. She has adopted herself and focuses on adoption travel. She makes herself available 24/7 while you travel.
last time we used patrick at golden rule. this time we used eldon at golden rule (who by the way is a riot) you could also try gotorussia.com we used them before too. or carlsonwagonlit. i called united directly and talked to Ms Clueless. Let me save you the time and energy of calling them yourself. their adoption fare "expired". this after I had to explain to Ms Clueless what adoption IS.
Travelocity.com! That's how we did it and worked out to be the cheapest. I also booked one-way travel from Ukraine that way too.
We used Eldo from Golden Rule, too. He's great!
